The main upgrades are Ballarat line trains every 40 minutes on weekends (previously every 60 min), and a fifth train to/from Warrnambool on both weekend days. More detail is here and here.
Bus frequencies in areas like Ballarat and Melton were also upgraded on weekends. This involves 662 trips per week being added. In some cases Saturday frequencies are higher than weekday frequencies. For example Melton buses typically run every 40 min on weekends but about half of them are still hourly on weekdays.

The pattern above was repeated later when the Gippsland line went to every 40 minutes. Again there was major bus recoordination and frequency upgrades. The pattern is different in Melbourne - when train timetables change there may be recoordination but these are typically minor tweaks with few if any new trips added.
