The best way to double travel speed for short trips...

... is increased frequency! 

See the map below of a Sunday morning train trip between Newmarket and Yarraville based on current timetables. 


The 40 minute frequency and long wait times make point to point travel a slow 12 km/h by train. That's actually favourable for rail since it factors in rail distance but does not factor in waiting time for the first train. If we did that speed would be nearer to 8 km/h. 

Dramatic improvements in speed are possible if the frequency is increased to 20 or (even better) 10 minutes. And travel is more reliable as the effect of a trip being cancelled is lowered.
